 Read L1 time tag irregularities over the whole mission.
 Save the results in rbspx_efw_l1_isolated_jumps and rbspx_efw_l1_paired_jumps.
 
 To access the info related to the irregularities (jumps in time tag by +/-1 sec)

 isolated_jumps.previous_times
 paired_jumps.section_start.current_times
 paired_jumps.section_start.previous_times
 paired_jumps.section_end.current_times
 paired_jumps.section_end.previous_times
 
 This is to replace rbsp_efw_read_l1_time_tag_leap_second and 
 rbsp_efw_read_l1_time_tag_correction.

RBSP_EFW_READ_L1_TIME_TAG_LEAP_SECOND

 Read the times when time tags are shifted backward in time by about 1 sec. These times are probably leap second corrections.

 The tplot_var is 'rbspx_l1_time_tag_leap_second'.
